[Model Objective]
A structured multi-criteria evaluation tool for assessing housing district designs against a comprehensive six-principle planning framework — covering connectivity, integration, identity, inclusivity, resilience, and health & safety. The tool translates each principle into measurable indicators with defined quantitative thresholds, making district quality legible and comparable at every stage of the design and approval process. It serves three types of users: designers stress-testing their proposals, decision-makers benchmarking district quality, and evaluators reviewing submissions for approval.
